THE TRADEMARKS OF THE CHURCH OF SPIRITUAL TECHNOLOGY (CST) PART B
In our last report, "Scientology Trademark Series 04 CST MARKS PART A,"
we listed all twelve (12) trademarks known to be exclusively owned by
the corporation known as "Church of Spiritual Technology" (CST--doing
business as the "L. Ron Hubbard Library), and traced the convoluted
routes by which some of those marks had come into CST's possession.
We also noted the trademarks for explicitly non-religious goods and
services that belonged to CST--a corporation purportedly dedicated
exclusively to religious purposes, and granted tax-exemption by IRS on
that basis.
This report focuses on just one of CST's non-religious trademarks, and
its use in commerce.
"THE WAY TO HAPPINESS"
An organizational memo dated 1 December 1980, purportedly from L. Ron
0Hubbard to certain of his agents and representatives, says in part:
"BOOKLET: This is 'The Way to Happiness', the common sense
moral code. It will require marketing handling. Copies of
it are being sent for the various terminals."
Subsequently, an international campaign was instigated to push this
"common sense moral code" to the public, and to get it into schools,
libraries, police departments, government agencies, and social
institutions of every description. As part of the "marketing handling,"
all promotion of the book stressed heavily, and still stresses, that it
is a "NON-RELIGIOUS moral code." In fact, all copies we have of the book
carry this notice in the back:
"This may be the first nonreligious moral code based wholly
on common sense. It was written by L. Ron Hubbard as an
individual work and is not part of any religious doctrine.
...It is therefore admissable for government departments and
employees to distribute it as a nonreligious activity."
Currently "The Way to Happiness" is being published by Bridge
Publications, Inc. (BPI) and distributed internationally by the
so-called "Way to Happiness Foundation" (actually a corporation named
"Way to Happiness International," as will be seen herein). Both BPI and
the "Way to Happiness Foundation" were granted tax exempt status by IRS
on 1 October 1993 in the then-secret IRS/Scientology Closing Agreement,
as was CST.
The Registered Agent for BPI is Lawrence E. Heller, one of three Special
Directors of CST.
The Registered Agent for the "Way to Happiness Foundation" ("Way to
Happiness International") is Sherman Lenske, also one of three Special
Directors of CST.
CST owns ALL copyrights and trademarks for "The Way to Happiness."
Although this series is about trademarks, our investigation analyzed the
trademarks against other legal documents, and in the case of "Way to
Happiness," the history of the trademarks required comparison to records
from the United States Copyright Office, since ALL the copyrights and
trademarks for "The Way to Happiness" are fully owned by CST, and the
two CST-owned trademarks related to "The Way to Happiness" are primarily
used to sell the literary works protected by the CST-owned copyrights.
We are grateful for access to documents and drafts from a separate
"Scientology Copyrights Series" being compiled by others as a companion
to this "Scientology Trademark Series."
The more we investigated, the more one question kept coming up: Did L.
Ron Hubbard actually even write "The Way to Happiness"? The reason for
the question can only fully be appreciated in tracing the indescribably
complex history of this fundamentally banal book, its copyright history,
and its trademarks.
One of the things that gave rise to the question was a perplexing
anomaly that surfaced early in the investigation: there apparently were
TWO (2) separate versions of "The Way to Happiness" book attributed to
Hubbard, but created within weeks of each other. Norman F.
Starkey--Executor of the Will of L. Ron Hubbard, and Trustee of the
Estate--transferred to CST all right, title and interest in the
copyrights for one of them on 29 November 1992, in compliance with the
IRS/Scientology Closing Agreement. But there is no record of the second
one ever having been transferred, as is detailed in the exhaustive
history/analysis below.
Apparently, Starkey still has it.
In attempting to analyze and trace the trademarks and related
copyrights, the simultaneous existence of these two separate literary
works--both attributed to Hubbard--created the greatest possible
confusion, which appears to have been the intent. The reader is warned
to keep this in mind when trying to follow the history of these
intellectual properties: even though we have untangled the knot to a
great degree, and separately identified these two works, even the most
orderly presentation of the data can still generate confusion unless the
most careful attention is paid to the details of identifying numbers and
creation dates. We have come to refer to the two different "Hubbard"
versions informally as "WTH ONE" and "WTH TWO." We will continue that
tradition herein, because it helps to keep them separate in the mind.
But even that dual-existence confusion is further compounded by yet a
THIRD book called "The Way to Happiness" by an entirely different
author. That book is the first entry in our history/analysis, below. It
may seem an odd place to start, but there is so little about CST and its
off-shoots that is NOT odd. We must include the information about the
publication of the earlier, non-Hubbard book called "The Way to
Happiness," and you will see why.
Below, then, is the evidence, presented as an annotated history of both
the trademarks and the related copyrights, extracted and condensed from
records of the United States Library of Congress (LoC) Copyright Office;
from the United States Patent and Trademark Office; and from several
documents acquired from private individuals contributing without
compensation to our investigation.

publication of this non-Hubbard book titled "The Way to Happiness," by
an author named Iverna Tompkins, in order to begin this history. We have
been unable to locate a copy of this book to compare. One reason we must
include it here is for possible further investigation, but mainly
because the name of the publisher of this book--Logos International--is
later invoked in a letter regarding the marketing of a "Hubbard" edition
of "The Way to Happiness," yet with no mention of this particular book.

ANNOTATION: This is what we call "WTH ONE"--TX-733-487--attributed to L.
Ron Hubbard. The record excerpted above was made later, when the work
was registered [see entry for 22 April 1981], but it is an official
federal record of a 1980 date of creation. Although the Library of
Congress was provided only with "1980" for the date of creation, our
mid-November 1980 date of creation is extrapolated from the 1 December
1980 memo (or "advice"), purportedly from Hubbard, cited at the
beginning of this report and reproduced in the entry immediately below,
which references "The Way to Happiness" booklet.
It is here that we must introduce a very important concept
regarding copyrights. It is this, taken directly from the United States
Copyright Office's "Copyrights Basics" (Circular 1):
"Copyright protection subsists from the time the work is
created in fixed form. The copyright in the work of
authorship immediately becomes the property of the author who
created the work."
We cannot stress this point enough, because it becomes crucial to the
confusion--and likely fraud--later introduced into the work known as
"The Way to Happiness." So note, please, with all attention, that the
copyright for "WTH ONE"--TX-733-487--commences in 1980. It is of
paramount importance to all that follows.

which is included with four other items: the manuscript for Hubbard's

ANNOTATION: Almost beyond rational comprehension, here is a SECOND
complete 1-volume version of "The Way to Happiness"--"WTH TWO,"
TX-909-496--created only about SIX WEEKS AFTER the purported Hubbard
memo in the entry directly above.
Although the Copyright Office was only provided with "1981" for the
date of creation, we can CONFIDENTLY place its creation date here at
approximately mid-January, because THIS version is PUBLISHED just weeks
later, on 11 February 1981! [See entry for that date, below.] There had
to be some lead time for typesetting, preparation, and printing. That's
why we place the creation date as no later than 15 c. January c. 1981.
Yet the "entire text" for this new "WTH TWO" is also purportedly by
L. Ron Hubbard. Did he re-write it in the few short weeks since his 1
December 1980 memo?
This seems beyond unlikely for many reasons. The companion
copyrights investigation is planning to conduct a word-by-word
comparison of every published version they can find of "The Way to
Happiness" (among many other works they are investigating) to determine
if there is any difference in text, but their in-depth comparison has
not been done yet. However, their initial analysis of the copies they
have is that all versions are identical in text.
The fact of inclusion of illustrations by Andre Clavel may be an
EXCUSE, but it is no valid reason for an entirely separate "TX" number.
"TX" is the United States Copyright Office designation for "published or
unpublished non-dramatic LITERARY works." Why weren't the Clavel
illustrations simply registered separately under the Copyright Office's
"VA" category for "Visual Arts"?
But as will be seen coming up, this--like so many such artifices we
have found related to CST--was likely intentional in order to effect a
bizarre transfer of copyright that appears later in this history,
something else to cloud the record and confuse researchers and
investigators.
The indisputable--and by FAR most important--fact remains that
there now exist two severable but apparently identical TEXTS for "The
Way to Happiness":
1. "WTH ONE"--TX-733-487, 1980 creation/copyright date
2. "WTH TWO"--TX-909-496, 1981 creation/copyright date
And the existence of these two separable entities with DIFFERENT
YEARS OF COPYRIGHT, as will be shown, is what leads to all ensuing
confusion surrounding this title, most likely generated to cover up a
multi-million-dollar fraud.

ANNOTATION: This very odd California corporation, carrying the
misleading British designation "Ltd." in its name, apparently was set up
for no other reason than to publish at least a hardback version of "The
Way to Happiness" [see entry in this history for 1 c. November c. 1982],
and perhaps other versions of "The Way to Happiness." There is no known
record of their publishing anything else.
The corporation is now "suspended."
Having only recently come into possession of our information on
Regent House, Ltd., we do not yet, as of this summary, know who was
involved in its incorporation, which needs separate investigation.
We have no way yet of knowing for certain if Regent House, Ltd.,
published the first known printed softcover edition of "The Way to
Happiness"--on 11 February 1982, just five days after this incorporation
[see entry immediately below]--because there is no imprint attribution
in the Copyright Office record for that first known printed edition.
We DO know that Regent House, Ltd. later produced a hardbound
edition of "The Way to Happiness" that was published with a Library of
Congress catalog number and an ISBN, but which has since either
disappeared from all federal records, or was never recorded by the
Library of Congress to begin with. [See entry in this history for 1 c.
November c. 1982.]
In yet another case of duality, "Regent House, Ltd." was the exact
same name of a publishing house that had operated in the '50s and '60s,
but was defunct at the time of this incorporation.

ANNOTATION: Here is the SECOND, 1981-created version of "The Way to
Happiness"--which we call "WTH TWO" [see entry for 15 c. January c.
1981, above]--being published FIRST.
The publication date for this SECOND "WTH TWO" version is only
about nine (9) weeks after L. Ron Hubbard's purported 1 December 1980
memo [see above], where he supposedly is sending copies of his new "The
Way to Happiness" booklet ("WTH ONE"--obviously created in 1980) to "the
various terminals."
It is believed that this 11 February 1981 published version of "WTH
TWO" was in the form of small, thin, flimsy paperbacks, but the
copyright office gives no more specifics of its Physical Description
than that it was one volume. There is no indication of what firm
published it, but we suspect it was Regent House, Ltd. [see entry
immediately above for 6 February 1981] and that the corporation had been
set up specifically for publication of "The Way to Happiness." This
bears further needed investigation.
But note that this is not the 1980-CREATED version--"WTH ONE"--that
is being published on 11 February 1981; it is this newer "WTH TWO," with
a CREATION date of 1981 [see entry for 15 c. January c. 1981, above],
and with a new unique identifying number--TX-909-496.
Perhaps strangest of all is that this new 1981 version, "WTH TWO,"
is APPARENTLY never seen or heard from again in published form; ALL
subsequent published editions cite, directly or indirectly, the
1980-created TX-733-487--"WTH ONE."
We use the word "APPARENTLY" advisedly, though, because, as will be
seen, later published editions of the "The Way to Happiness" generate
ENORMOUS confusion by citing IN ESOTERIC COPYRIGHT OFFICE RECORDS the
unique identifying number of the 1980-created "WTH ONE"--TX-733-487--but
claiming in PUBLISHED COPYRIGHT NOTICES a 1981 earliest copyright date.
You likely are already getting confused.
Here is another way of stating it:
A. All subsequent editions are filed with the UNITED STATES
COPYRIGHT OFFICE with a statement that the TEXT of the book
is from the registered copyright TX-733-487. That is "WTH ONE,"
created on or about 15 November 1980
B. The PRINTED AND SOLD BOOKS of those same editions have a
PUBLISHED EARLIEST COPYRIGHT NOTICE of 1981--NOT 1980. That
published notice then links the published works with "WTH TWO,"
created on or about 15 January 1981, while the same editions are
simultaneously secretly linked in the Copyright Office records
to "WTH ONE," as in A. above
C. All editions, then, have been secretly linked to the copyright
OWNERS of BOTH "WTH ONE" and "WTH TWO."
D. The CURRENT--2001--owners appear to be the Church of Spiritual
Technology (CST--doing business as the L. Ron Hubbard Library)
for TX-733-487 ("WTH ONE"), and Norman F. Starkey for TX-909-496
("WTH TWO"). That is demonstrated with evidence in this report.
There is no intent here to be pedantic or condescending; it is just
that when dealing with such apparently covert and premeditated and
malicious manipulations, it is difficult in the extreme to communicate
them in a way that is easy to understand, because they have been
carefully designed to be nearly impossible to track and understand. The
only way is to present all the evidence, as we are doing in this report,
with as much clarity and definition as we can muster.
This duality of cites and claims in later editions--embracing and
claiming links to both "WTH ONE" and "WTH TWO"--seems to indicate the
possibility that revenues from the sale of the books might even be being
split off into two separate channels, and that possibility is leant
credibility by what is perhaps the strangest fact of all related to this
specific entry, mentioned in D. above: this 1981-created version, "WTH
TWO," with the unique identifying number of TX-909-496, apparently was
never transferred out of the Estate of L. Ron Hubbard to the
beneficiaries (CST). By all available evidence, it is still in the
possession of Norman F. Starkey, Executor of the Will and Trustee of the
Estate of L. Ron Hubbard. This is covered more fully later in this
history.
In further consideration of the duality, we can now take note of
the related TRADEMARKS, which only come into play with this first
publication of the book. Since both the WORDMARK "The Way to Happiness,"
AND the related DESIGN/LOGO trademark have been given the ambiguous
"FIRST USE" dates of only the year--1981--for books and publications,
they of necessity attach, then, to any and all published goods using
that DESIGN mark and WORDMARK during the entire year 1981. Hence they
both attach to this first publication, which is actually "WTH
TWO"--TX-909-496. But as will be seen, there is ANOTHER publication,
later in 1981, of the 1980-created "WTH ONE"--TX-733-487! And so the
vague "1981" FIRST USE date allows BOTH trademarks to attach to BOTH
literary works!

The outline to date of the histories of "WTH ONE" and "WTH TWO:"
A. "WTH ONE" TX-733-487 was created FIRST, about 15 November 1980.
B. "WTH TWO" TX-909-496 was created SECOND, about 15 January 1981.
C. "WTH TWO" TX-909-496 was published FIRST, 11 February 1981.
D. "WTH ONE" TX-733-487 was published SECOND, 1 April 1981.
There is no IMPRINT information for this publishing of "WTH ONE,"
so there is no way to determine from the record who the publisher of
this edition is. We can only guess that it was published by Regent
House, Ltd., but can find no copies to verify. This is yet further
indication for a criminal investigation that can penetrate the silences
built into the record by the participating parties.
So at this point in 1981 there exist TWO (2) separate editions of
"The Way to Happiness," BOTH published and being sold, both of them
purportedly written by L. Ron HubbaRd, with no known commercial
distinction being made to the public, and no known difference in the
text of the separate versions. A purported "explanation" for the
existence of two different versions--a flawed and very peculiar
explanation indeed--is discovered later in this history, in a letter of
26 September 1982 [see below].
Note that the WORD MARK "The Way to Happiness" and the related

2. The United States Copyright Office has no record of any "The Way
to happiness" copyright registered by or to Clavel, in any
classification, and there is no description whatsoever of whether this
is for text, illustrations, or what.
3. The only place Clavel's name comes up in United States Copyright
Office records in relation to "The Way to Happiness" is for
"illustrations" in the registration of the 1981-created "WTH
TWO"--TX-909-496--WHICH HAS NOT BEEN REGISTERED YET, AND WILL NOT BE
REGISTERED UNTIL FOUR DAYS AFTER THIS PURPORTED TRANSFER OF COPYRIGHT
[see entry below for 7 May 1982].
4. There are no identifying numbers in this transfer of copyrights
because Clavel has never claimed or registered any such copyrights.
Although Clavel could have unregistered rights under law that he could
transfer, there still is no description proffered for the ambiguous
title "The Way to happiness" [sic]. For all anyone can tell, it could as
well be for the entire text as it could for illustrations. This sort of
mute duplicity is part of a well-established pattern that pervades so
many things that are connected with CST.

transferred his "copyrights" for an undescribed interest in "The Way to
happiness" to Hubbard just four days earlier. If that transfer were of
Clavel's complete right, title and interest in the illustrations, then
Clavel has no claim whatsoever, and there would be no reason to list his
name in the "Authors on Application" field. It is entirely superfluous.
For all these reasons, we consider this entire inclusion of the
Clavel name, and the earlier Clavel transfer, to be little more than
another red herring and another effort to cloud the record.

Lenske, Lenske & Heller-created corporation, Religious Technology
Center. (As we proved in the first two reports in this series, this was
NOT a transfer of all right, title and interest in the trademarks, but

Of note to this particular report, no "Way to Happiness"-related
trademarks are included in the transaction, and L. Ron Hubbard has not

Lenske purports to be representing L. Ron Hubbard in all matters related
to Hubbard's estate.

LETTER: From JOANN MILAN, Strategic Book Marketing Unit, to "PUBLISHER,
RHL [Regent House, Ltd.]," starting "Re: TWTH [The Way to Happiness]
Hardcover; Dear Virgil". The letter is typed on "Strategic Book
Marketing Unit" stationery.
ANNOTATION: This letter is apparently to Virgil Wilhite as the head of
Regent House, Ltd. The letter discusses points that "need handling" on a
submission for the cover and dustjacket design and text to be used with
a
hardcover edition of "The Way to Happiness" being published by Regent
House, Ltd. Of greatest interest in the letter are places where Milan
quotes what she refers to exactly as "the points that * brings up in his
advices." According to numerous sources, the "*" was an "insider"
reference to L. Ron Hubbard, and the infamous "advices" were unsigned,
unattributed, typed orders that began to come down from an unknown
source in the early '80s, and began to control entire sectors
of Scientology. Here are all the quotes from purported L. Ron Hubbard
"advices" that Milan cites in her letter (all ellipses [...] in
original):
"Keep any mention of church or religion out of any part of
this book or this code..."
"One does NOT tell somebody to read this book and follow it
and become moral: that is what the old religionists did.
...Instead, one tells the person (and follows this in all
posters and ads and sales talks): 'Help those around you on
their way to happiness.'"
"Each of the above editions requires special and different
marketing."
All purportedly from "L. Ron Hubbard"
in "advices"
The last "advice" quoted above is in the following context in the
letter, in a final "P.S.S." from Milan:
"'Each of the above editions requires special and different
marketing,' per the advices. You might want to mention how
this is being done in your CSW [Completed Staff Work], and
explain that this edition is for Scientologists only and
why. Because right now, it looks like you are not following
the first page of his advices at all."
This is the only known specific reference to the publication of TWO
SEPARATE editions--at least one, if not both, of them being published by
Regent House, Ltd.--and of one of these being marketed to
"Scientologists only." The implications of just this one written
admission--that this supposedly NON-RELIGIOUS work is being published
and marketed, using Scientology organizations, executives, staff,
public, and contractors, in a special edition that somehow is for the
religious body of "Scientologists only"--are so far-reaching as to defy
easy statement of them all. It is prima facie evidence of the most
egregious fraud and duplicity on the part of all knowing principals.
Is this described and admitted fraud, though, supposed to be the
total explanation for the existence of "WTH ONE" and "WTH TWO"? Or is it
even worse: is this merely an elaborate ruse or "shore story" cooked up
to placate the rank-and-file SCIENTOLOGY executives and staff and
contractors working on "The Way to Happiness," who were actually being
manipulated in a massive double-dip fraud, for the purpose of splitting
off revenues from ALL editions and related properties into two separate
coffers? It appears to all investigators working on this to likely be
the latter.
But here is yet another strange fact concerning this letter:
referencing our first entry in this history about a 1978 book also
called "The Way to Happiness," by Iverna Tompkins, and published by
Logos International, we find in this letter the following intriguing
commentary by Ms. Milan, referring to a cover design:
"I think one of the problems is that the type of design is
reminiscent of the religious-spiritual cards they sell in
stationary stores, (a similar kind of photography and colors)
and also of certain books and photos published by Logos, which
is a religious publishing firm, which operates a bookstore
chain. We would not want it positioned with that."
We leave the reader to ponder who else already knew about Logos
International, who might have directed Milan's attention there, and why
they weren't mentioning anything about a 1978 Logos book called "The Way
to Happiness" by Iverna Tompkins. But this still isn't over: there is a
later transfer of copyright of the Irvana Tompkins book, and
that--recorded at 9 March 1983 in this history--provides yet another
twist of almost incredible duality and coincidences.

ANNOTATION: We have been loaned a copy of this hardcover edition of this
book (no dustjacket) as published by Regent House, Ltd., and it, with
the letter referenced above, are the only evidence we have of its very
existence, because no such book is listed either with the United States
Library of Congress or the United States Copyright Office, even though
the book carries both LoC Catalog card number and ISBN, as listed in the
event in brief at the top of this entry.
On the same page with the LoC Catalog Card Number and ISBN, we find
the following copyright notice:
"Copyright 1981, 1982 by L. Ron Hubbard. All Rights Reserved."
The earliest copyright date in the copyright notice being 1981 attaches
this edition to "WTH TWO"--the 1981 Hubbard/Clavel version; TX-909-496.
But this hardback edition does not carry Clavel's illustrations; it is
illustrated entirely with photos. The 1982 copyright date is assumed to
be the year of publication, and hence this estimated date of 1 November
1982 for publication, since publication had to have come AFTER the 26
September 1982 Joann Milan letter, in the entry immediately above.
This has stood out as among the most disturbing of all developments
in this investigation, because no investigator can account for the
eradication or non-recording in the Library of Congress of the LoC
Catalog Card Number and ISBN of this book except by inside cooperation
at the highest levels of government. But this is not the only indication
of such government collusion, as will be seen with the IRS Closing
Agreement at 1 October 1993 [see].

enough. By having available in the record only the REGISTRATION DATE of
1981, and NOT the CREATED DATE of 1980, the casual browser of this
record is impressed with the 1981 REGISTRATION DATE, and has no visible
reference to the 1980 CREATION DATE. (That can be found only in the
ORIGINAL REGISTRATION RECORD for TX-733-487--"WTH ONE." See registration

This becomes an important omission:
We have a copy of this small paperback 1984 book in hand. And an
inspection of its inside cover reveals the following claim:
"Copyright (c) 1981, 1984 by L. Ron Hubbard. All Rights

The fact of the PUBLISHED COPYRIGHT NOTICE claiming 1981 as the earliest
date of copyright is tantamount to claiming a 1981 CREATION DATE. This
subtle and virtually undetectable device attaches the published work to
the 1981-CREATED TX-909-496--"WTH TWO."
The Copyright Office record, on the other hand, claims its heritage
for the text of the book to be the 1980-CREATED TX-733-487-- "WTH ONE."
And BOTH versions are registered with the United States Copyright
Office. Once again, in a proven pattern, almost imperceptible minutia
effect a duality of purpose and intent.
This Bridge Publications, Inc. edition, then, attaches to both
copyrighted works: TX-733-487--"WTH ONE," and TX-909-496--"WTH TWO."
As will be seen in the next entry, within only weeks of the date of
publication of this 1984 Bridge Publications paperback edition "The Way

The IRS/Scientology Closing Agreement is signed in which CST, Bridge
Publications, Inc., and the so-called "Way to Happiness Foundation,"
among others, are all granted tax exemption.
ANNOTATION: Norman F. Starkey, as Trustee of Author's Family Trust-B, is
ordered in the Closing Agreement to "effectuate the transfer of
SUBSTANTIALLY ALL [emphasis added] of the corpus and income in Author's
Family Trust B...to the Church of Spiritual Technology ('CST') without
consideration."
As will be seen immediately in the very next entry, the phrase
"substantially all" was apparently very carefully worded by the
representatives of the Commissioner of IRS, having a direct and
"substantially substantial" bearing on "The Way to Happiness."

ANNOTATION: The four titles with their identifying numbers, above, are
the only titles with "The Way to Happiness" in them that could be found
among the 7,731 titles transferred by Starkey to CST. The first one in
the list is TX-733-487, "WTH ONE." The Claimant on that registration had
been L. Ron Hubbard. [See entry for registration at 22 April 1981.] The
other three are the Bridge Publications, Inc. editions, all of which
Starkey had registered himself [See entries for 30 September 1986 and 8
May 1989, above.]
But something is notably missing: "WTH TWO"--TX-909-496.
It is not among the transferred copyrights.
Yet it was registered with the United States Copyright Office on 7
May 1982 [see above], supposedly by L. Ron Hubbard. So it should be part
of his Estate. And his Estate has been, at all relevant times, in the
care and control of Norman F. Starkey, and of L. Ron Hubbard's and
Norman F. Starkey's representative--attorney and CST Special Director
Sherman Lenske. So where is TX-909-496?
From the evidence of the record, it is still in the possession and
control of Norman F. Starkey--who, after all, was only ordered by the
Commissioner of IRS to transfer "SUBSTANTIALLY ALL" of the corpus of
Author's Family Trust-B to CST.

So completes the preliminary history and analysis of our investigation
into "The Way to Happiness," its trademarks, and its associated
copyrights.
We must pause from the somewhat disassociated analysis of recorded
fact to observe, as all too mortal human beings, that during our
investigation, we could not help but notice the ineffable hypocrisy
embodied in the high-ground "morality" claimed for this work, contrasted
against so much evidence of coldly calculated, plotting, premeditated
amorality and fraud surrounding it. Our further notice of the use of
children and child-related social groups to drive up sales of the work
has been almost too repulsive to long consider. Though these
observations are the only the private sentiments of investigators
working on much more mundane and pragmatic records and facts, we could
not leave this report without commenting on it.
But sentiment aside, the record itself is so fraught with duplicity
and deviousness and prima facie evidence of fraud that we felt it
incumbent upon us to place this information into the broadest possible
public forum, pending our organization and presentation of our full
investigation results into Executive Summaries for the involved,
responsible, and affected branches and departments and offices of the
federal government, as well as presentation to media and affected
commercial institutions.
Because of apparent complicity, collusion, and active participation
by Commissioner of IRS and/or his representatives in the
carefully-worded language of the then-secret Closing Agreement, we
conclude that all of the foregoing--particularly in consideration of
many other pertinent and related facts that have emerged in our
investigation, and which are recorded elsewhere in this series--commands
immediate attention by federal prosecutors and the Legislative Branch.
We therefore urge all recipients of this report to immediately forward
it to their own Representatives and to any and all appropriate
government officials by registered mail, or in such other manner as
NOTICE cannot be denied or circumvented.
